Cross Consulting Engineers was retained to perform a five year indefinite quantity contract for boundary surveys for the U.S. Department of Agriculture, Natural Resources Conservation Service (NRCS) located in Colchester, VT.  NRCS was acquiring easements to wetlands from various landowners located throughout Vermont.  CCE is one of only two firms selected in Vermont to perform these surveys.  A total of twenty-eight surveys totaling more than 1400 acres were surveyed and mapped during the first twenty-four months of this project.

This contract has been renewed twice and we are currently still performing these surveys. A total of 42 surveys have been performed for NRCS.

Bakersfield/Fairfield Town Line Survey

Cross Consulting Engineers was retained by the State of Vermont Office of Secretary of State to perform a boundary survey of the town line between the towns of Bakersfield and Fairfield.  This line exceeded five miles in length and required extensive research to determine its location.  Both towns were unsure of the location of a perpendicular jog in the boundary, which could affect taxes, attendance at school systems and other important town matters.  Cross Consulting Engineers performed the necessary deed research, compiled a photo map of lands adjacent to the town line and performed the field survey.  Ancient fence lines were discovered and the Town boundary was determined, including the location of the jog that was described in the charters for each town.

Upon completion of the research and survey work, monumentation was set along the town line and survey plats were prepared.  Upon completion of the plats, all property owners abutting the town line, as well as the Selectboards of each town, were notified and a public hearing was held.  Both towns accepted the survey and the Vermont Legislature formally adopted the survey as the official town line in the following legislative session.

Cross Consulting Engineers was retained to survey and map 40 parcels containing over 1500 acres for the Burke Mountain Ski Area in East Burke, VT.  Requirements of this project included research and measurements of over 60 parcels totaling more than 3000 acres.  This work involved surveys of Town and County lines, Vermont Department of Forests, Parks and Recreation property and numerous individual parcels ranging from less than one acre to more than 400 acres.  Over 850 deeds were compiled, scanned and indexed.  The end result was 28 survey plats all tied to the Vermont State Plane Coordinate System. 

In addition to the boundary survey work described above, we also located more than 7000 wetland flags placed by the wetland scientists.  The flags were located using our survey grade GPS system and downloaded into Autocad Land Development Desktop software for use by the project planners.

Cross Consulting Engineers was also retained to provide topographic information for more than 10,000 acres of land surrounding the ski area.  More than 50 ground control points were established using GPS and aerial photos were taken to provide photogrammetry of the area.  LIDAR was also used to develop existing conditions base plans of the area.

Village Townhomes, St. Albans, VT

The Village at Franklin Park is a high end senior housing facility consisting of 96 units in the Town of St. Albans. This project is located on an abandoned farm adjacent to Interstate 89 and presented some unique permitting issues. Cross Consulting Engineers was retained by GSD Development to design and permit this project. The design is unique and consists of a village like layout with compact urban design, park like atmosphere in the center, small setbacks to buildings and boundaries and short driveways. Over thirty of the units have been constructed and more are being constructed each year.

Our services included civil engineering design, boundary surveys, stormwater management, street design, landscaping, erosion control and street lighting. This project included an involved Act 250 Land Use Permit process and extensive work to comply with the Vermont  Common Interest Ownership Act through the use of footprint lots.

This attractive project is highly visible from Interstate 89 but is set back significantly from the highway to provide a positive viewing experience by travelers along the Interstate. This project is arguably the most attractive residential housing project in Franklin County.

State of Vermont Public Safety Buildings

Public Safety Buildings, Statewide

The State of Vermont has recently constructed five public safety buildings in St. Albans, Derby, New Haven, Bethel, and Westminster, Vermont and retained the services of Arnold and Scangas Architects to perform the project design. CCE was retained by Arnold and Scangas to perform civil engineering site design and permitting on three of the projects and structural engineering design on all five projects. These projects currently house the Vermont State Police barracks and the Department of Fish and Wildlife and are the principal law enforcement offices for these portions of the State. CCE’s services for these projects included design of access off State highways, parking lots, security fencing, drainage systems, utilities, foundation design, yard lighting design and roof framing design. We obtained all necessary site permits, working with the Vermont Department of Buildings and General Services. These modern facilities are great additions to the communities and vast improvements in office space for the Department of Public Safety.

Franklin County Industrial Development Corporation

Swanton, VT

Vermont Precision Tools is one of the largest employers in Swanton. After they out­grew their original facility, they worked with Franklin County Industrial Development Corp. (FCIDC) to design and build a new manufacturing facility near Exit 21 off Interstate 89. FCIDC retained Cross Consulting Engineers as the project manager to design the manufacturing building, parking lots and associated site work.

CCE retained mechanical and electrical engineers to assist with the building design. We performed all of the civil engineering design, architectural design and structural design for this building and site. A 17,000 square foot addition was constructed in 2017. The total facility is 107,000 square feet with over 15,000 SF of mezzanine space. One tenant space is provided in the back section of the building, which is currently leased by Franklin County Industrial Development Corp.

CCE applied for and obtained all necessary permits, including Act 250, Stormwater Discharge, and others. We performed full construction administration services and construction observations as the project was being built.

Price Chopper Plaza, Derby, VT

This project involved the construction of a Price Chopper Supermarket with four attached retail stores in Derby, Vermont.  This project  occupies a 20.74 acre lot that has frontage on Quarry Road and on a new Frontage Road that was constructed between Quarry Road and Shattuck Hill Road.  The building construction was primarily split face concrete block with metal mansard roofs over the entry and flat roof over the basic structure.  A loading dock facility was constructed on the back side towards Quarry Road. 

The parking lot included 424 spaces, complete with yard lighting, stormwater collection and treatment system and landscape design.

A similar facility was designed by CCE and constructed in St. Albans, Vermont.

Primax Properties is a retail/commercial developer located in North Carolina. They retained the services of Cross Consulting Engineers to assist them with the development of Tractor Supply Stores after completing their first store in Rutland, VT. CCE has performed all the civil engineering site design and permit related services in connection with five Tractor Supply stores in Swanton, Derby, Montpelier, Shelburne, and Middlebury, Vermont. These projects involve a high level of permitting, including Act 250 permits in some locations, Stormwater Discharge permits at all sites and either municipal or onsite water and wastewater systems. The Swanton, VT store had no municipal services and included the design of a fire protection storage tank pumping system. Our services included the design of parking areas, access drives, utilities, landscaping and yard lighting.

In addition to the civil engineering services, CCE has also performed land surveying services including ALTA surveys and as-built surveys of all facilities
